Chicago Five-O Services was founded by a dedicated team of public safety professionals to serve the greater metropolitan Chicago area with excellence. We offer concierge services, specialty monitoring, and people-oriented programs tailored to meet both short- and long-term client objectives. Our success is built on a tradition of service excellence and fostering personal relationships with each client.

Central to our quality assurance program is a team of skilled Supervisors who ensure seamless communication and exceptional service delivery by collaborating closely with clients and field teams. Their involvement spans every phase of service, from training and onboarding to addressing specific client needs, while reporting directly to senior management.

Consistency and accountability are hallmarks of our concierge and building staff programs, achieved through rigorous supervision and training. Each Supervisor undergoes comprehensive training in both fundamental skills and advanced customer service, which is reflected in the training of our field teams. We place strong emphasis on continuous training, ensuring our personnel are always equipped to uphold our high standards and deliver exceptional service.

Our Management Team

Elias Voulgaris

Heading up the Chicago Five-O management team is Elias Voulgaris, who brings nearly 40 years of experience in law enforcement, security and emergency management. A veteran of the Chicago Police Department retiring with the rank of Commander, Mr. Voulgaris served as the CPD’s liaison to Chicago’s Office of Emergency Management and Communications, where he was involved with initiatives associated with emergency management and planning, including for active-shooter incidents, cyber-security response and incidents at large public venues.

He is a certified Weapons of Mass Destruction Technician and a crisis intervention trained officer. Mr. Voulgaris attended the FBI National Academy, West Point Leadership Program for Law Enforcement and the Senior Management Institute for Police. He holds a master’s degree in Public Administration.

Spiro Maglaras

Joining Mr. Voulgaris in the management of Chicago Five-O is Spiro Maglaras. A 25-year veteran (15 years as a sergeant) of the Chicago Police Department (CPD), Mr. Maglaras has extensive experience in gang enforcement and vice. During his tenure on the force, he provided security service for the 2008 Presidential Rally held in Grant Park and the Chicago-based 2012 NATO Summit. The CPD has recognized him for valor, problem-solving, crime reduction, and saving a human life that involved exceptional courage or performance. Mr. Maglaras holds a bachelor’s degree in political science and government from the University of Illinois, Chicago.

Joe Frascati

Joe Frascati rounds out the Five-O management team. With 30-plus years’ experience with the Illinois State Police, Mr. Frascati has supervised security for several key area events, including the 1996 Democratic Convention and the 1994 Chicago World Cup USA games. Mr. Frascati has been an instructor for the University of Louisville Southern Police Institute. He holds a degree in Criminal Justice and served the majority of his tenure with the Illinois State Police in the Chicago District.
